United States Enters Into a Settlement With New York City Housing Authority to Resolve Alleged Violations of the Americans With Disabilities Act
March 3, 2026 | Source: U.S. Department of Justice
Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, announced today a Settlement Agreement with the New York City Housing Authority (NYCHA) to resolve allegations that NYCHA violates Title II of the Americans with Disabilities Act (the ADA) by discriminating against people who are deaf or hard of hearing. Title II of the ADA prohibits discrimination against qualified individuals with disabilities in the “services, programs, or activities of a public entity.” NYCHA — a public housing authority which provides affordable housing to low- and moderate-income New Yorkers throughout New York City — is a “public entity.” …
Bills to require open caption screenings at movie theaters pass out of General Assembly
March 3, 2026 | Source: WRIC
Two bills passed out of the General Assembly on Monday that will require movie theaters to offer more open caption screenings. HB602, introduced by Delegate Phil Hernandez (D-Norfolk), passed the Virginia Senate by a vote of 23-17 on Monday, March 3. Previously, identical legislation SB722, introduced by Senator Angelia Williams Graves (D-Norfolk), passed the House by a vote of 81-17 on Feb. 24. Both bills establish requirements for movie theaters to provide screenings with open captions, also referred to as subtitles, for films with at least seven showings per week and during popular attendance times…

“Disrespectful” and “infuriating”: L.A.’s progress on making streets safe and accessible for disabled people stalled for decades
February 28, 2026 | Source: LA Streetsblog
Three New York City Council Committees spent Friday afternoon digging into the way the city dug out from the recent snowstorms. The focus of the meeting was not just on cleaning the roads for cars, but also on improving sidewalk cleanup to benefit those in wheelchairs. On Friday, City Hall saw many people with disabilities imploring lawmakers about their struggles due to the amount of snow blocking sidewalk paths. “I became a wheelchair user 12 years ago, and I learned that I didn’t go out at all when it was snowing,” Michael Ring of Disabled in Action of Metro NY told News 4. “Even if it was clear in front of my house, I didn’t know if it would be clear at the next corner.”…
Deaf, hard-of-hearing community advocates for better accessibility, closed captioning
February 28, 2026 | Source: WBOY
Members of the deaf and hard-of-hearing community joined lawmakers under the dome at the West Virginia State Capitol to advocate for better accessibility statewide. Multiple organizations passed out information and taught the basics of sign language, the largest communication basis for those in the deaf and hard-of-hearing community. Advocates say that while communication can be a barrier at times, it can also be a learning moment and a gateway for more opportunities. Nora Stevenson with the West Virginia Schools for the Deaf and Blind says the differences aren’t really that big…
‘We’re not worthy of love’: The hidden marriage penalty affecting 8 million disabled Americans
February 28, 2026 | Source: silive
In a society that celebrates marriage equality, one group says it remains invisible to lawmakers — those with disabilities. “Marriage penalties” — legal policies imposed by programs like Supplemental Security Income and Medicaid — reduce or eliminate crucial benefits for people with disabilities upon marriage, according to Staten Islanders with disabilities and an Elm Park-based advocacy group that supports them. SSI is a Social Security program that provides a monthly stipend to those with disabilities, including blind people, as well as older adults who have little to no income or assets and reduced ability to work outside the home…
Voting is still not accessible for the disability community. The GOP’s SAVE America Act would magnify suppression
March 1, 2026 | Source: Democracy Docket
Marc Safman, 56, has been a political junkie since his parents took him to former President Jimmy Carter’s inauguration in 1977. He voted in every election for 38 years, until last year. Safman, who is deafblind, said he was unable to cast his ballot in the 2025 New York City mayoral election because of issues with his polling site’s ballot-marking machine and a “lack of basic awareness” from poll workers. Despite incremental improvements over the past several decades to make voting more accessible, people like Safman with disabilities, who comprise one fourth of the nation’s population, continue to face outsized barriers when casting their ballots…
Accessible walks bring the joys of birding to people with mobility and other limitations
March 2, 2026 | Source: Jackson Hole News and Guide
Wearing an oxygen pack on her back for her COPD, Marcia OBara is leading a group of nature enthusiasts on a mission to see birds. They carry walking sticks on the flat trails, moving at their own pace, without pressure or competition and enjoying a sense of community. This is Birding for Every BODY, one of numerous such excursions offered each month by the nonprofit Tucson Bird Alliance with Arizona’s Pima County. It’s part of a growing national movement to help people with physical and other limitations experience birding and nature in general…
Parties file trial briefs in SHS accessibility suit
March 2, 2026 | Source: The Guam Daily Post
Parties in the lawsuit over accessibility issues at Southern High School have filed trial briefs ahead of the trial scheduled to begin by the end of the month at the District Court of Guam. The plaintiffs in the case are Southern High students Logan Taijeron and a minor identified as G.D. They have disabilities that require the use of wheelchairs but were “denied the means to have meaningful access to the classes, activities, or facilities on the second or upper floors of Southern High School” as a result of their disabilities, according to their trial brief. When the lawsuit was first filed, there were no functioning elevators at Southern High. One elevator began operating afterward, at the school’s Building 100…
Caregiving Is an Economic Security Issue for Disabled People
March 2, 2026 | Source: Disability Belongs
As conversations about health care costs, income supports, and federal funding continue into 2026, one issue consistently shapes disabled people’s economic security but is often overlooked: caregiving. A caregiver is someone who takes responsibility for helping to care for another person. This care can be given by choice, as part of a job, because they are paid, or because the law requires it. The role of a caregiver can be either paid or unpaid. Caregiving is not a side issue. It is central to how disabled people live, work, and remain in their communities…
“In the last year, it’s gotten a lot worse” A Qualitative Investigation of Barriers to Disability Benefits in 2025
March 2, 2026 | Source: Disability Rights Education and Defense Fund
In 2025, the Social Security Administration (SSA) underwent a rapid series of administrative, staffing, and policy changes following the inauguration of the second Trump administration and its creation of the Department of Government Efficiency (DOGE). These changes included the largest-ever SSA staffing cut (Romig and O’Connor, 2025a), the consolidation of ten regional offices down to four, the push to move customer service activities online, the expansion of automated and Artificial Intelligence (AI)-based services, and frequently changing policies regarding overpayment withholding rates and access to walk-in services at field offices…
New Data Show Unemployment Rising for Black and Asian Disabled Workers Amid Trump’s Attacks
March 3, 2026 | Source: National Partnership for Women and Families
Today, the U.S Bureau of Labor Statistics released its annual data on disabled people in the U.S. workforce. The numbers suggest that more than a decade of progress is stalling: 22.8 percent of people with a disability were employed in 2025, nearly unchanged from the previous year. That may be on the verge of reversing, as unemployment for disabled workers climbed to 8.3 percent. We have been tracking the steady deterioration of the job market over the course of 2025, and how women of color – especially Black and Indigenous women – have been suffering in the Trump economy…
Trump’s Cuts to Medicaid Threaten Services That Help Disabled People Live at Home
March 5, 2026 | Source: KFF Health News
Leisa and Kent Walker recently received a disturbing notice: The private company managing their son’s Medicaid coverage intends to cut nearly 40% of what it spends for caregivers who help him live at home instead of in a nursing home. Sam Walker, 35, has severe autism and other disabilities. He is deaf and cannot speak. Sometimes when he’s frustrated, he hits himself or others. Medicaid provides about $8,500 a month for health workers who visit his apartment in the basement of his parents’ home. The staffers help him with everyday tasks, including dressing, bathing, and eating…
The Case for Continuity: Geographic Fragmentation in Publicly Funded Disability Support Services
March 4, 2026 | Source: USC Dornsife
For millions of Americans with disabilities, mobility is structured by policy architecture instead of personal choice. My research focuses on disability support service portability and examines how current policies tie essential supports to geography rather than to the individual. It draws on lived experience navigating fragmented disability service systems as well as policy development work through Beyond The Box Advocacy. This dual perspective shapes my analysis of how administrative design influences labor mobility, educational access, caregiving stability, and economic participation…
Home Accessibility in America: What Federal Data Shows About Barriers for Families Raising Children With Cerebral Palsy
March 5, 2026 | Source: The Quad-City Times
A wide doorway. A step-free entrance. A bathroom that allows safe transfers. For many families raising children with cerebral palsy, a condition that often affects muscle control, balance, and mobility, these are not upgrades. They are daily requirements. Yet federal housing data suggests much of the U.S. housing stock was not built with accessibility in mind, leaving families to retrofit homes or compete for a limited supply of suitable properties. The U.S. Census Bureau’s American Housing Survey shows that a large portion of American homes were built decades ago…
San Antonio airport program gives travelers with disabilities a practice run before flying
March 5, 2026 | Source: Texas Public Radio
Something as simple as boarding an airplane can be a challenge for someone with a disability. Those with sensory issues may find it difficult to endure waiting periods to board. Wheelchair users may not know how or even if it is possible before boarding a plane. The San Antonio International Airport aims to improve the experience for travelers with disabilities through its Altitude Inclusion program. The airport recently hosted the hands-on program that introduces participants to the full airport journey. Altitude Inclusion allows individuals with disabilities and their families to go through San Antonio’s airport procedures so they can prepare for future flights and get their questions answered…
Montana files amended complaint attacking disability rights
March 5, 2026 | Source: Montana Kaimin
Montana and eight other states filed an amended complaint targeting certain disability rights on Jan. 23. In the lawsuit, Texas v. Kennedy, nine states asked the court to block a rule giving people with disabilities the right to receive services in the most “integrated” setting, rather than in institutions. That rule was published by the Department of Health and Human Services about the integration mandate, which is part of the Americans with Disabilities Act. The nine states also asked that updated Section 504 regulations be blocked. Section 504 is part of the Rehabilitation Act…
Special Education Law Needs Reform
March 5, 2026 | Source: American Enterprise Institute
Last year marked the 50th anniversary of the Individuals with Disabilities Education Act (IDEA), the federal law that governs the regulation and funding of special education. Recently, lawmakers in the House and Senate introduced identical bills that would add dyslexia as its own category to IDEA, signaling an appetite to comprehensively reauthorize the law for the first time since 2004 — a much-needed initiative. While its provisions rightly won access to schooling for students with disabilities — a demographic once turned away from many public schools — IDEA’s imperfections are increasing the strain on American classrooms…
Amtrak pilot program aids passengers with disabilities
March 5, 2026 | Source: Trains Pro
Amtrak has taken a significant step to address the boarding experience for passengers with disabilities. To better aid the increasing number of passengers requesting assistance at stations, Brian Dassell, the company’s senior director of customer service, tells Trains, “We created a process for customers to put their name on a virtual list to let us know that they need assistance getting to their train.” The pilot program, introduced initially at Chicago Union Station and Los Angeles Union Station, invites customers to scan a QR code prominently displayed at entrances and throughout the facilities. Assistance requests are also entered for arriving passengers from train manifests…

Feature: An obsession with precision — Architect and wheelchair user joins national efforts to improve accessibility
February 28, 2026 | Source: Xinhua- China
Measuring tape in hand, architect and wheelchair user Zhang Yi enters the accessible restroom of a public park in Beijing, extending the metallic strip to confirm the height of a grab bar installed by the urinal. “One meter,” he reads aloud, shaking his head. “The standard is 90 centimeters. Ten centimeters may not sound like much, but when I try to stand up, it makes all the difference.”For 55-year-old Zhang, who is a licensed architect and has been using a wheelchair since he was a child, every centimeter matters. Years of professional training have taught him to obsess over precision, and years of navigating life in a wheelchair have taught him how easily a small design flaw can turn into a daily obstacle…
More than half of Dutch bus stops inaccessible to disabled passengers
February 28, 2026 | Source: NL Times- Netherlands
More than half of the bus stops in the Netherlands are not fully accessible for people with disabilities, particularly those with visual impairments, according to research by RTV Oost and other regional broadcasters analyzing data from the public transport partnership DOVA. The analysis found that six out of ten bus stops lack sufficient aids for blind or visually impaired passengers. For people with mobility impairments who rely on wheelchairs or other devices, just under half of bus stops are inadequately equipped. Jurre Siebert, a partially sighted resident of Arnhem who also has difficulty walking, relies on public transport daily…
Accessibility in courts remains a challenge, says lawyer
March 1, 2026 | Source: The Hindu- India
More than two years after a sign language interpreter assisted a hearing impaired lawyer during Supreme Court proceedings for the first time, accessibility in courtrooms remains inconsistent and difficult to secure, say Advocate-on-Record Sanchita Ain and advocate Sarah Sunny. In September 2023, Ms. Ain moved a request before a Bench led by former Chief Justice of India D.Y. Chandrachud seeking that the Indian sign language (ISL) interpreter’s video feed be kept visible throughout the hearing so that Ms. Sunny, who had joined virtually, could follow the proceedings in real time…
Justice Institute of British Columbia researchers seek ways to make education more accessible
March 2, 2026 | Source: Education News- Canada
Making education accessible from the start is easier – and far more inclusive – than trying to retrofit accommodations for individual students with disabilities. That’s the takeaway from two recent research projects at the Justice Institute of British Columbia (JIBC), both focused on improving accessibility in post-secondary education. It’s a critical need, given that more than a quarter of Canadians report having a disability, according to the 2022 Canadian Survey on Disability. The first research project, led by principal investigator Kavita Sah George with Dennis Yip and Darcye Lovsin, examined the challenges staff and instructors face when creating accessible digital course materials…
‘This is the beginning’: Deaf charity hopes more football clubs become accessible after Liverpool campaign
March 2, 2026 | Source: Liam O’Dell- Ireland
The British Deaf Association (BDA) has told Liam O’Dell that translating Liverpool’s “You’ll Never Walk Alone” into British Sign Language (BSL) is “the first step”, as it hopes other football clubs will become more accessible to their deaf fans. The exclusive interview came after supporters signed the anthem in BSL ahead of the team’s home match against West Ham on Saturday, which ended with a 5-2 victory for the Reds. Rebecca Mansell, the BDA’s chief executive officer, said the pre-match moment was “emotional”. She continued: “They were singing. I could feel it, and I don’t know what it was….
Using sunflower lanyards to convey hidden disabilities debated at Cambridge council
March 2, 2026 | Source: CBC- Canada
A new initiative brought to Cambridge city council last week, designed to help people living with a hidden disability feel less invisible, received pushback during the council meeting. The Hidden Disabilities Sunflower Program allows people to recognize hidden disabilities through the voluntary wearing of a sunflower lanyard or pin. The motion, brought forward by Ward 3 Coun. Corey Kimpson, would provide a signal to staff and other people in the community that a person wearing the sunflower lanyard or pin may need some extra assistance or support…
Disability advocates call for return of wheelchair-accessible taxis in Broome
March 2, 2026 | Source: ABC- Australia
When resort owner Andy Guidera first moved to a tourism hotspot in Western Australia’s far north, he used the wheelchair taxi service nearly every day. Thirty years later, the service is no longer available in Broome, 2,080 kilometres north of Perth. “It seems like in some areas we’ve gone backwards,” Mr Guidera said. The only taxi business providing wheelchair-accessible services in the Kimberley region is located in Derby, more than 200km east of Broome. For the past six years, Mr Guidera said he had offered people in need of the service lifts using his own vehicle, free of charge…
Physical Accessibility in the Arts
March 2, 2026 | Source: The Scene- Canada
National accessArts Centre is centring disabled artists and reshaping the way art gets made in Calgary. In Calgary, accessibility within the arts scene is being built into the process, not just patching the gaps. Started in 1975 as the In-Definite Arts Society, the National accessArts Centre has been working to advance the needs of artists with disabilities. The centre teamed up with other Calgary disability organizations in 2020 to create the institution we see today. “We’ve tripled in size, with an incredible team of more than 15 program staff who are all professional, practicing artists and faculty to work every day to create an arts training and creation environment that is unlike any other disability arts organization around the world,” said Jung-Suk Ryu, CEO and founder of NaAC…

ORR secures improvement package from Northern Trains after accessibility failings
March 3, 2026 | Source: Rail- UK
Passengers who rely on assistance when travelling with Northern Trains should see improvements to the service over time, after the Office of Rail and Road (ORR) secured commitments from the operator to ensure staff receive disability awareness training and to provide a £550,000 additional package of measures. Northern Trains is currently working on resolving the concerns about their failure to provide disability awareness training for front-line staff, highlighted by the regulator’s investigation, with most of these improvements expected to be completed by the end of March 2026…

March 3, 2026 | Source: Times of India
Patiala: Dr Balbir Singh, the minister for health and family welfare and medical education and research, on Tuesday appealed to the parents of children born with congenital hearing and speech disabilities to immediately visit Rajindra Hospital for free-of-cost treatment.
The minister made the appeal during his visit to the hospital in Patiala to meet the four-year-old beneficiary of the first successful cochlear implant surgery performed at the institution, along with her parents. Dr Balbir Singh said specialist doctors were already available at Rajindra Hospital but the lack of advanced equipment posed challenges earlier…
Web accessibility of 100 state authorities’ websites: 2025 study
March 4, 2026 | Source: ReliefWeb- Ukraine

That’s according to the results of the latest study of the basic accessibility of 100 websites of the executive authorities, which was conducted in 2025 by the United Nations Development Programme (UNDP) and the Ministry of Digital Transformation of Ukraine. In total, 52 of the 100 websites tested already have a sufficient or high level of basic accessibility. At the same time, the number of websites with a low and medium level of accessibility has fallen – from 76 in 2024 to 48 in 2025…

People with disabilities (PWDs) and their caregivers will receive more support, as the Government adds new places in sheltered workshops and day activity centres to meet growing demand. Financial assistance will also be increased, with higher subsidies and a raised income ceiling to help more families afford disability services. New initiatives will support independent living and long-term planning for PWDs, including pilot programmes for assisted community living. Senior Parliamentary Secretary for Social and Family Development Eric Chua gave these updates on support measures for this group of individuals….

‘We feel betrayed’: Disability community says provincial budget ‘punches down’
March 5, 2026 | Source: CBC- Canada
Colin and Marty Stephenson received a call this week that left them feeling stressed and betrayed. They were told the day program their 24-year-old daughter Abbie takes part in had its funding completely cut from the provincial government’s budget. Abbie lives with a complex form of epilepsy and requires around-the-clock care. She typically attends various day programs at Club Inclusion from 9 a.m. until around 4 p.m. Her mother says attending day programs gives the family respite and provides Abbie with socialization, community and a sense of belonging…
From Education to Employment: Ending Structural Discrimination Against Persons with Albinism
March 5, 2026 | Source: Human Rights Watch- Malawi
We welcome the Independent Expert’s report and its attention to the structural discrimination that persons with albinism continue to face. My name is Hilda Macheso, and I am a Malawian disability rights advocate and this year’s recipient of the Human Rights Watch Marca Bristo Fellowship for Courageous Leadership in Disability Rights. People with albinism continue to face stigma, harmful stereotypes, and myths, restricting their lives – not only through threats of violence, but through exclusion from education and employment. Human Rights Watch research in Malawi, Mozambique and Tanzania shows that without reasonable accommodations, including assistive devices, large-print materials, sunscreen, hats, or seating close to the blackboard, many children with albinism are unable to fully access education…

Microassist Digital Accessibility Services
Have you received an accessibility demand letter because of your website or application? Please contact us for any questions you have about our accessibility services and how we might support your organization.
Services include:
- Accessible Website and Application Development— We rely heavily on accessibility best practices and using HTML5 and ARIA (Accessible Rich Internet Applications) standards to build WCAG-compliant and human-tested accessible environments. Our teams are proficient in open source technologies such as WordPress, Drupal and Moodle, as well as custom frameworks in .NET, PHP, AngularJS, and other frameworks. Our Learning and Development team can also help you create accessible custom training.
- Accessible Document Services— Whether you’re dealing with a few or a warehouse of Microsoft Office documents, PDFs, or other files, there are several ways Microassist can enable your team to offer documents and materials that meet stringent accessibility standards.
- Accessibility Remediation— Our accessibility remediation services help you fix existing materials so that they conform to WCAG, Section 504 and 508, Department of Education OCR, and ADA Title II/III requirements. We remediate websites, applications, documents, and elearning, recommending re-creation when that is more efficient and economical. Especially for website and applications, to find out what is in need of remediation, we’ll start with an Accessibility Audit.
- Accessibility Training— With several courses available for developers, testers, and content creators, your team can become equipped to consistently and expertly produce accessible digital products and online environments.
- VPAT®Evaluation Services— Primarily used by government purchasers and government vendors during the procurement and sale of ICT products and services under Section 508, a Voluntary Product Accessibility Template® (VPAT) attests to the accessibility of a given product or service. Contact us to make sure the VPAT you write or review is accurate and meaningful.
