Ed Department Dismissed 90% Of Civil Rights Complaints Alarming Disability Advocates
February 20, 2026 | Source: Disability Scoop
The U.S. Department of Education dismissed the vast majority of discrimination complaints it received — likely including many based on disability — all while spending millions in an effort to fire staff charged with investigating such cases. A new report from the Government Accountability Office finds that between March and September 2025, the Education Department’s Office for Civil Rights resolved more than 7,000 of the 9,000-plus discrimination complaints it received. In about 90% of cases, complaints were dismissed…
Harris County sued over inaccessible mail-in voting for voters with disabilities
February 19, 2026 | Source: Click2Houston
A federal class action lawsuit filed this month accuses Harris County and County Clerk Teneshia Hudspeth of violating the rights of voters with disabilities by failing to provide accessible mail-in voting options. The suit, brought by the National Federation of the Blind of Texas (NFBTX) and four plaintiffs, alleges that Harris County’s vote-by-mail system discriminates against voters with print disabilities, including blindness, low vision, and manual dexterity impairments, by only offering paper ballots that cannot be independently accessed or marked by these voters…

5Qs: Schlanger Discusses Disability Discrimination and Preserving the Right to Sue the Government
February 13, 2026 | Source: University of Michigan Law School
People with disabilities should be able to sue the government for relief when federal agencies discriminate against them, Professor Margo Schlanger argues in a recent article. When a federal entity engages in illegal discrimination, based on a disability or other protected class, suing for damages is not an option due to governmental immunity. However, disability law demands that suing for an injunction to rectify the violation should remain an option, Schlanger says. Yet courts don’t always support that view—part of an ongoing erosion of the right to win relief from government discrimination, Schlanger wrote in a paper in the Boston University Law Review…
Ghosts in the machine: Congressional watchdog finds significant gaps in federal health care and disability data
February 16, 2026 | Source: Prism
Consider a deaf patient who joins a telehealth appointment only to discover that the platform only allows a single participant, shutting out their sign‑language interpreter. Federal surveys seeking feedback on their health care experiences might record their dissatisfaction, but not the communication barrier at its root. A new government report finds that gaps like these are built into the system, inhibiting accessibility. The Government Accountability Office (GAO) released findings in December from an investigation showing that federal data systems fail to capture the unique barriers disabled people face in health care…
Grand Rapids carousel reopening gives wheelchair users ‘a seat at the table’
February 16, 2026 | Source: mlive
The carousel galloped forward to carnival music as a hot pink wheelchair blurred past with a colorful menagerie. The Grand Rapids Public Museum is reopening its historic 1928 Spillman Carousel and Cook Carousel Pavilion after several years of restoration efforts. New features make the attraction more accessible to visitors with disabilities. The museum, at 272 Pearl St. NW, will extend its hours until 8 p.m. to welcome the community back to the West Michigan cultural attraction. The museum is demonstrating its goal of inclusivity…
Rides Through Apps Are Wheelchair-Accessible Only 7% of the Time: Report
February 17, 2026 | Source: THE CITY
A new report flags how the shortfall of wheelchair-accessible vehicles from the app-based ride-hailing giants subjects New Yorkers with disabilities to longer wait times. The “Left Behind Across New York” report from New York Lawyers for the Public Interest notes that just 7% of nearly 106,000 for-hire vehicles licensed by the city’s Taxi and Limousine Commission are wheelchair accessible — a figure they say highlights disparities faced by customers with limited mobility who book rides through Uber and Lyft…
A Compassionate Response: Representative Rachel Plakon Champions Accessibility for Drivers with Disabilities
February 17, 2026 | Source: Sanford Herald
In a heartfelt effort to enhance the lives of Floridians with disabilities, Representative Rachel Plakon has successfully passed an important amendment to Rep. Fiona McFarland’s Transportation bill (HB 543). This initiative aims to protect drivers with disabilities, inspired by the touching story of her constituent, Sylvia Longmire. Sylvia reached out to Rep. Plakon after experiencing a distressing incident at Orlando International Airport. While preparing for her travels, she found herself in a difficult situation: there were no available parking spaces that would allow her to safely deploy her wheelchair ramp…
Advocates: 5000 disabled people in Washington could lose access to services
February 17, 2026 | Source: The Columbian
Local advocates, residents and service providers are sounding the alarm over changes to eligibility criteria for Medicaid-funded disability services included in Gov. Bob Ferguson’s proposed 2026 supplemental budget. The changes would make it more difficult for people with intellectual or developmental disabilities to use a state Medicaid waiver that allows them to access resources from the state’s Developmental Disabilities Community Services. They would have to show a greater level of need to qualify for support, which could make it more difficult for Clark County residents to access the services they need, said Tanya English, community impact and systems manager for Peace NW, a Vancouver nonprofit…
Quincy man builds free handicap-accessible hunting blind for West Michigan sportsmen
February 18, 2026 | Source: WWMT
Hunting season is popular in West Michigan, and a Quincy man is now ensuring everyone has the opportunity to participate – by making a handicap accessible hunting blind. At just 25 years old, Ervin Schmucker was diagnosed with juvenile Parkinson’s, leading to tremors and weakness throughout his legs and body. “I just told myself, if I’m able to get back on my feet, I want to spend the rest of my life, every chance I get, helping others that are less fortunate than I,” Schmucker said. Over the course of eight months, Schmucker created a hunting blind that’s accessible to all…
Last month’s snowstorm revealed gaping holes in NYC’s accessibility standards
February 18, 2026 | Source: Washington Square News
Last month, New Yorkers found themselves with over 10 inches of snow in all five boroughs — the city’s largest snowstorm since 2021. Although the record-breaking storm garnered an abundance of media attention and led to a fun day of Central Park sledding for some, accessibility remained far from the center, or even the periphery, of the greater discussion. According to the New York City Department of Sanitation, the city is only mandated to clear roads, leaving property owners responsible for clearing sidewalks — they either shovel a four-foot path or face an up-to-$250 fine…
AI tool designed at NTID provides tutoring in ASL and English literacy
February 18, 2026 | Source: WXXI
A professor at the National Institute for the Deaf is rolling out an artificial intelligence tool to help bridge language learning gaps between American Sign Language and English. Erin Finton, a lecturer in the college’s Department of Liberal Studies, said over the past 15 years she has developed the curriculum that the Grammar Laboratory AI tool is based on. “We know that American Sign Language is powerful and effective at reaching students directly,” Finton said through an interpreter. “It’s the best language in the classroom, but there’s no standardized curriculum for teaching literacy skills, and so this is the beginning of that, especially for students at this age level.”…
Colorado Democrats want to protect the civil rights of students with disabilities
February 18, 2026 | Source: Colorado Sun
Democratic state lawmakers are crafting a proposal they say will ensure the rights of Colorado students with disabilities are protected in spite of sweeping staff cuts to the federal Office for Civil Rights in March. That office, housed within the U.S. Department of Education, investigates allegations of discrimination in K-12 schools — including complaints from families of students with disabilities who say their schools are not providing accommodations their kids need, who allege their students are being bullied or who claim a school is retaliating against them for raising their concerns…
San Antonio woman receives wheelchair-friendly ramps for mobility, accessibility after KSAT story
February 18, 2026 | Source: KSAT
After two and a half years, one San Antonio woman said she can finally leave her house on her own. “I’m very happy,” Mary Lou Aguirre said. “And I’m very, very lucky.” Aguirre uses a wheelchair. In January, KSAT shared her concerns about city construction on Capitol Avenue blocking the gate to her property. The city’s Public Works Department quickly worked to find her a solution. In that story, KSAT also shared her need for wheelchair-accessible ramps to leave her house on her own. She said in the days after that story was published, San Antonio’s Neighborhood and Housing Services Department reached out to her to help…

February 19, 2026 | Source: WTTW
One in four Chicago adults — more than 500,000 residents — live with a disability, with the South and West sides having a higher percentage of residents with a disability compared to the North Side, according to a city report released earlier this week. The “Neighborhood Conditions for Adults with Disabilities in Chicago” report aims to better understand the experiences and needs of Chicagoans with disabilities across neighborhoods. The report was created in collaboration with the Mayor’s Office for People with Disabilities and the Chicago Department of Public Health…

Duckworth Demands VA Rescind Rule Change Designed to Prevent Veterans from Seeking or Accessing the Health Coverage They Earned
February 20, 2026 | Source: RiverBender
The Department of Veterans Affairs on Thursday abruptly announced that it would stop enforcing a new rule requiring disability ratings to be calculated by how well veterans function on medication and not solely on the underlying condition or injury itself. “Effective immediately, VA is halting enforcement of the interim final rule, ‘Evaluative Rating: Impact of Medication,’” VA Secretary Doug Collins said in a brief statement posted on social media on Thursday. “VA issued the rule to clarify existing policy and protect veterans’ benefits in the wake of an ongoing court action. But many interpreted the rule as something that could result in adverse consequences,” Collins said…
The Fight Against D.C.’s Bus System That Leaves Disabled Students Behind
February 19, 2026 | Source: FindLaw
When school transportation breaks down, students with disabilities don’t just miss rides — they lose access to the education and services they’re entitled to. Recently, mid-Atlantic families have been turning to federal class action lawsuits to argue that getting to school safely and reliably is part of that entitlement. Years after a similar case in New York City, a case in the U.S. capital is testing whether a federal judge can force a major school system to treat the bus ride as integral to a child’s education, not just an afterthought…
New Mexico Legislature Passes Senate Bill 64 To Strengthen Support For Students With Disabilities
February 19, 2026 | Source: Los Alamos Daily Post
The New Mexico Legislature has passed Senate Bill 64 (SB 64), landmark legislation to improve and modernize special education services for students with disabilities across the state. SB 64 creates the Special Education Act within the New Mexico Public School Code and codifies the Office of Special Education (OSE) within the New Mexico Public Education Department. The bill establishes the role of deputy secretary for special education, who will report directly to the public education secretary and lead efforts to ensure students with disabilities receive high-quality, consistent services..

The quiet signs of Parkinson’s that can upend workforce plans
February 13, 2026 | Source: Benefits and Pensions Monitor- Canada
A high-performing executive starts speaking more slowly, looks less expressive and seems to fade in long meetings. Colleagues blame stress. In many cases, the underlying issue may be Parkinson’s disease – and that has direct implications for workforce planning, benefits and disability costs. The World Health Organization says Parkinson’s is one of the fastest-growing neurological conditions in the world and notes that its prevalence has doubled in the last 25 years, with more than 8.5 million people living with the disease in 2019…
Mark Villar seeks expanded accessible polling sites for seniors, PWDs
February 13, 2026 | Source: INQUIRER- Philippines
Senator Mark Villar has filed Senate Bill No. 1698, a measure that would broaden existing rules on accessible polling places to cover not only senior citizens and persons with disabilities (PWDs), but also pregnant women and indigenous peoples (IPs).
The bill, titled the “Better Voting Accessibility for Seniors, PWDs, Pregnant Women, and IPs Act,” proposes amendments to Republic Act No. 10366, the 2013 law that authorized the Commission on Elections (COMELEC) to establish precincts assigned to accessible polling places exclusively for PWDs and senior citizens…
Inclusive Healthcare: Improving Accessibility and Care for Disabled Patients through Investment and Workforce Innovation
February 13, 2026 | Source: European Sting- Europe
Inclusive healthcare is both a human right and a strategic investment. As healthcare systems worldwide face workforce shortages, rising costs, and growing demand, particularly from aging populations and people living with disabilities, there is increasing pressure to rethink how care is delivered. Investing in patient assistance, accessibility, and disability inclusion is often framed as an added expense. In truth, mounting evidence shows that such investments improve care quality, strengthen health systems, and deliver significant economic and social returns…
Warrington Guide calls for parks to be more accessible for disabled children
February 15, 2026 | Source: Warrington Guardian- UK
A young campaigner is calling for parks to be made more accessible for wheelchair users. Thirteen-year-old Poppy Culpin, who is from Warrington, is blind and uses a wheelchair. She says current play equipment prevents her from enjoying time at the park with her three younger sisters. Poppy, a member of the 2nd Prescot Guides in Merseyside, started the campaign as part of earning her Girlguiding ‘Campaigning’ badge. She is now calling on the government to increase funding for local authorities to install inclusive play equipment, such as wheelchair swings, wheelchair roundabouts, in-ground trampolines, and lower basketball hoops…
Hotel rooms are a crapshoot for disabled travellers like me. Let’s make them comfy
February 15, 2026 | Source: CBC- Canada
I have stayed in countless hotels in my 40 years. There have been great experiences, but some not so great, too. Thankfully, the great stays have increased over time. But in 2026, hotels still need to do more to enhance comfort and accessibility for guests with disabilities. Hotel designers need to ask us questions about what’s working and what’s not, show compassion when we answer honestly, and pay attention to the details that could really ensure an easy and comfortable stay. Because as anyone who lives with a disability will tell you, when staying at a hotel, there’s a lot more to deal with…
TechnoAbleism in India’s AI Moment: Why Accessibility Is Not Enough
February 17, 2026 | Source: MoneyLife- India
India’s present moment in artificial intelligence is often described in terms of innovation, opportunity, and national technological leadership. The India AI Impact Summit brings global attention to how artificial intelligence is shaping governance, development, and social transformation. Within these discussions, disability is increasingly visible through conversations on accessibility, assistive technologies, and digital inclusion. This attention is important. For many years, disability was largely absent from technology policy debates…
Advocates call for more accessible cool spaces for people with heat regulation impairments
February 18, 2026 | Source: ABC- Australia
For most people, deciding where to grab coffee with friends or when to do their weekly grocery shop is a fairly straightforward task that does not require much planning. But for those living with disabilities who experience heat regulation impairments, the wrong choice can be life-threatening. Anita Tippl was born with cerebral palsy and spina bifida, and uses a wheelchair to travel around her local community in South Australia’s Riverland — an area that has recently experienced temperatures of 49 degrees Celsius…
Two in five Brits travel with accessibility in mind, says study
February 18, 2026 | Source: TradeArabia- UK
Two in five (41%) UK adults travel with access or health needs in mind and ‘stress and lack of confidence’ are the biggest barriers to holidays after cost, according to a new research. The study, commissioned by Responsible Travel, highlights a substantial confidence gap in travel between people with and without access or health considerations. The survey of over 2,000 UK adults is the first of an annual study around accessible adventure travel, and compares travel habits and experiences of people with, and without, health and accessibility needs…

JPMorgan trader suffered “dehumanising travel experiences” as a result of her disability
February 19, 2026 | Source: eFinancialCareers- UK
One of the benefits of working at a bank like JPMorgan is that it’s a global institution, and you have the opportunity to move to a new city for work. When you suffer from a disability, this benefit comes with a lot of costs; Julie Andrieu, an exotics trader at JPMorgan, said she experiences “dehumanising travel experiences several times a year” as a result of poor accomodation for her spinal muscular atrophy. Andrieu works in JPMorgan’s London office, having moved there from France after completing a masters in financial engineering (MFE) in 2022…
Disability is not in the body, it’s in the mind: Kuwait’s Paralympic medallist Faisal Al Rajhi
February 19, 2026 | Source: Gulf News- Dubai
When Faisal Al Rajhi crossed the finish line at the Paris 2024 Paralympic Games, he wasn’t just racing for a medal – he was racing for a dream he had carried for years. Competing in the men’s 5,000m wheelchair T54 races, Faisal secured a historic bronze medal for Kuwait. But for him, the moment felt bigger than the podium. “I still cannot describe my feeling,” he says as he celebrates his first podiums – men’s 1500 m and men’s 5000 m wheelchair T54 – of the 2026 season at the Dubai 2026 World Para Athletics Grand Prix…
‘Appalling’ and ‘frightening’ Reform ‘ready to legalise discrimination’ by scrapping Equality Act
February 19, 2026 | Source: Disability News Service- UK
Disabled activists have accused Reform UK of readying itself to “legalise discrimination”, after its new equalities “shadow minister” said the party would repeal the Equality Act on its first day in government. The pledge came from Suella Braverman (pictured), the former Conservative home secretary, who defected to Reform UK last month, as she was appointed as the party’s “shadow minister” for education, skills and equalities. And while the party later claimed to Disability News Service (DNS) that it would introduce a “Workplace Fairness Act” to replace the Equality Act, it initially appeared unaware that the existing legislation also protects minority groups from discrimination…
Why Autism and Learning Disabilities Go Unseen in Desi Families
February 19, 2026 | Source: Desiblitz- UK
The stigma surrounding learning disabilities and autism in British Asian communities creates a layered barrier that causes a reluctance to seek clinical support. This silence is fuelled by the cultural concepts of ‘Izzat’ (honour), the fear of social judgement, and a lack of vocabulary for neurodiversity in South Asian languages. Many families view a neurodivergent diagnosis as a social threat or a reflection of poor parenting rather than a biological reality. By examining the intersection of these traditional beliefs and the reliance on ‘somatisation’, it becomes clear why these conditions often remain a hidden struggle…
