Cities turn to tech to make curb ramps ADA-accessible

As cities develop plans to transition their curb ramps to ensure compliance with Americans with Disabilities Act regulations, they are turning to technology. ADA requires localities to install or regrade curb ramps to meet current requirements when roads are constructed or changed, such as repaved. But some localities don’t have good records on where all their curb ramps are located, how they were constructed or whether they comply. That was the case in Douglas County, Nebraska, which includes Omaha, the state’s largest city, and Lawrence, Kansas…
New Orleans is updating 185-year-old streetcar system after disability lawsuit. Here’s how.

Plagued by lawsuits, increasing vehicle crashes and a decline in annual streetcar riders last year, the New Orleans Regional Transit Authority has embarked on a study aimed at improving the city’s iconic 185-year-old streetcar system. The Streetcar Modernization Master Plan is expected to cost $1.2 million, based on the proposal by Metairie-based HDR Engineering, which the RTA Board of Commissioners approved in June. RTA officials say it will help ensure streetcars are universally accessible to people with disabilities, improve travel times, and address safety incidents after 69 crashes last year, a significant rise from 22 the previous year…
PACE Riders with disabilities face increased costs and drastic cuts to paratransit rides from RTA

A proposal adopted by the Regional Transportation Authority (RTA) in their ADA Paratransit Action Plan could increase the cost of trips and heavily limit the number of rides per month for riders with disabilities. If officially implemented, the legislation could leave riders with disabilities stranded with no way to get home. “With the reduced rides, people will be stuck in their houses,” said Debbie Pittman, a PACE rider. “They won’t be able to make doctor’s appointments. They won’t be able to live the lives they want.” According to the proposal in the RTA’s action plan, ride costs for PACE users who rely on the TAP and RAP programs would increase from $2 to $3.25 a ride, but that’s not the biggest concern…
DC congresswoman introduces bill to make ‘Blue Envelope’ program part of federal funding

D.C. Congresswoman Eleanor Holmes Norton is introducing a bill to make the “Blue Envelope” program eligible for federal funding. The program improves interactions and communication with drivers who may be non-verbal or have intellectual disabilities during traffic stops with police officers. The point is to avoid dangerous misunderstandings. Drivers inform officers of their condition by presenting a blue envelope, which outlines the most effective communication methods for officers to use with the driver. The driver also places a photocopy of their license, proof of insurance, and their vehicle registration in the blue envelope, and it serves as a visual cue to the deputy on how to proceed…

Advocates celebrate accessibility for people with disabilities, call for future funding, more progress

Lackawanna County has made great progress in the 35 years since the Americans with Disabilities Act became law. And the region still has work to do to make it more accessible for all, leaders, advocates and community members said Thursday. With uncertainty about state funding and fear of federal cuts on the minds of many, the county’s Disability Action Committee held a town hall at the Electric City Trolley Museum. “This is the first of our events for something like this. I’m really happy with the turnout,” said Keith Williams, chair of the committee and manager of OVR grant and advocacy at the Center for Independent Living in Scranton…
Gaudreau Family 5K raises $500K for accessible playground at special education school

The first 5K held in the memory of John and Matt Gaudreau helped raise more than $500,000, enough to break ground later this year on an accessible playground at the special education school where the hockey players’ mother works. Thousands attended the Gaudreau Family 5K Walk /Run and Family Day in May at Washington Lake Park in southern New Jersey, a place John and Matthew went hundreds of times as kids and around the corner from Hollydell Ice Arena, where they started playing hockey. The 5K drew more than 1,100 participants in the walk, along with more than 1,100 virtually in the U.S., Canada and around the world…
Disability inclusion has come along with passage of ADA 35 years ago

The Americans with Disabilities Act of 1990 has changed the country since its passage, from making accessibility easier in buildings or crossing streets to more equality in education and the workplace. The act was overwhelmingly backed by Republicans and Democrats in the summer of 1990, becoming law that July 26. “The goal of the ADA seems so simple, and a lot of progress has been made, but unfinished business remains,” he said in a video commemorating the ADA’s 35th anniversary. He called on the public to “keep fighting and help ensure that individuals with disabilities are fully integrated into society and have access to all opportunities.”…

Just over 42 years ago, Lisa Carling was a working actor in New York City. Having graduated with a master’s from the Yale School of Drama, Carling moved to New York City and became a member of Classic Stage Company’s repertory troupe. But after Carling became divorced, she was now a single mother in need of additional income. As fate would have it, Carling bumped into her former Yale classmate Barbara Hauptman, who was then the director of operations at TDF; she told Carling that the nonprofit needed a part-time receptionist. “I took the job and then help was needed in the access department,” Carling said…
Justice Department Opens Investigation into Flix North America, FlixBus, and Greyhound for Disability Discrimination

The Justice Department’s Civil Rights Division announced today that it has launched an investigation into the bus companies FlixBus and Greyhound (operated by Flix North America Inc., FlixBus Inc., and Greyhound Lines Inc.) to determine whether FlixBus and Greyhound violate Title III of the Americans with Disabilities Act (ADA) by discriminating against passengers with disabilities and denying them reasonable accommodations. The ADA prohibits discrimination based on disability by private entities that provide transportation services, and there are specific requirements that FlixBus and Greyhound must meet to make sure their services are accessible to people with disabilities…
Thrones for everyone: What makes a restroom available, accessible, and usable?

I am instead talking about the modular, prefabricated bathrooms that Throne, a Hyattsville-based company, provides the District of Columbia at six strategic locations. The Cigarroa High School graduate, who is visually impaired and hard of hearing, recently won a $10,000 scholarship and plans to become a disability rights lawyer — advocating for equal access and returning to communities like Laredo to raise awareness. Navigating the classroom could be challenging at times. Her condition — congenital optic atrophy and mild hearing loss — runs in her family. When Selina Likely became director of the Edwards Creative Learning Center six years ago, she knew there was one longstanding practice that she wanted to change. For as long as she had taught at the thriving child care center, it had turned away many children with disabilities such as autism and Down syndrome. For New Hampshire disability rights advocates, the slate of election-related bills signed by Gov. Kelly Ayotte last week represents a mixed bag. On the one hand, Ayotte signed bipartisan legislation to require that all cities and towns provide accessible voting machines at local elections — not just those with state and federal candidates. On the other, Ayotte also approved a bill that would include more documentation requirements for absentee voters. Negotiations are underway in Geneva on a legally binding Global Plastics Treaty that has been in the works for several years, as the crisis of pollution from plastics worldwide has grown more acute. An estimated 8 billion metric tons of plastic waste now pollute the planet. Without changes, the production of plastic is expected to triple by 2060 — much of it driven by single-use plastics. This comes as a new report by The Lancet has found that plastics are a “grave threat” to human health. “Waste plastic contains thousands of toxic chemicals that cause human exposure and result in disease and disability and premature death,” says Dr. Philip Landrigan, an author of the report and the director of the Global Observatory on Planetary Health at Boston College…

New disabled lifts ‘too small’ for wheelchair

A woman has claimed new accessibility lifts installed at a Surrey train station are too small for her wheelchair. At an event marking their official opening, wheelchair-user Vikki Walton-Cole told BBC Radio Surrey the lifts at Leatherhead Station – which formed part of a £6.2m investment – were “very uncomfortable”. The co-chair of the Surrey Coalition of Disabled People said the lifts needed to have a bigger entrance and a longer and wider internal platform, as it was “virtually impossible” to fit luggage or another person in the lift with her. Survey says Nova Scotia has fewest affordable housing units with accessibility features in Canada

Over three-quarters of social and affordable housing units in Nova Scotia lack accessibility features. The startling stat was included in the social and affordable housing survey recently released by the Canada Mortgage and Housing Corp. Freedomwheels: ‘Lifeline’ disability transport service could close

Bosses of a volunteer-led disability transport service fear they might have to close due to a lack of drivers. Freedomwheels, which has been supporting people across Exeter in Devon since 1982, provides assistance, transport and care to people who are disabled or living with mobility problems. But the service could soon be stopped, as the number of regular drivers it has on its books has dropped to four – and it needs at least 14 to meet demand. Sue Musyoki, who uses the service to go to hospital and shopping, said: “Freedomwheels have been my lifeline. Paralyzed Montreal firefighter to finally undergo eye surgery after accessibility gaps

A Montreal man living with disabilities after suffering a stroke three years ago has just found out that he will be able to undergo surgery for cataracts. Following a story by CTV News about Michael Lavigne’s plight, a transport company in the eastern Ottawa area, Salutem, reached out to offer to take him to a clinic for testing in September. This comes after Lavigne, a former Montreal firefighter, was told that there wasn’t a clinic that could accommodate his bulky medical equipment, preventing him from getting preliminary testing ahead of surgery…

More than two million Ghanaians, aged five years and above, have varying degrees of difficulty in performing daily activities, Professor Samuel K. Hayford of the University of Education, Winneba, has disclosed. He said the figure, pegged at 2,098,138, represented a higher prevalence among females (8.8 per cent) compared to males (6.7 per cent), according to data from the Ghana Statistical Service (GSS). Creating a More Accessible Queer Community with Queer ASL

The Vancouver, British Columbia-based organization has been teaching American Sign Language to queer and trans folks and their allies since 2011. Now fully online, Twin Cities learners can join in, too. Zoée Montpetit describes growing up Deaf as feeling both hypervisible and invisible at all times. “I was very visible as the only Deaf student, but at the same time invisible as basically nobody knew how to communicate with me,” they say. Mr Parsons is blind. He uses a cane to help get around physical spaces and screen reading technology to access digital ones. ‘Landmark’ decision could lead to better protection of disability benefits

A “landmark” decision has forced a regulator to examine whether credit companies should be allowed to take disability benefits into account when calculating if disabled people can take out risky loans at high interest rates. The decision (see complaint 202500121) means that the Financial Conduct Authority (FCA) will have to look at how it implements rules affecting the way credit firms, banks and other financial companies operate.
