Private schools, public dollars: A staggering racial gap in NYC special education tuition payments
May 6, 2026 | Source: Chalkbeat
As Mayor Zohran Mamdani scrambles to plug a multi-billion dollar budget gap, his administration is looking more closely at the money New York City spends on private school tuition for students with disabilities. The payments — which topped $723 million last school year, up more than 300% from a decade earlier, according to the Independent Budget Office — have long generated intense debate about which families are benefitting. Now, according to data the Education Department previously declined to share, officials have revealed a staggering inequity: The vast majority of students who have access to that money are white…

May 7, 2026 | Source: Special Education Action
April 10, 2026, U.S. Department of Education’s Office for Civil Rights (OCR) issued a letter of findings to Lawrence County School District (LCSD) in Alabama, after investigating a complaint alleging that the district discriminated against individuals with disabilities by failing to provide access to the gym, baseball field, and football field at East Lawrence High School. OCR investigated three issues: Whether the District failed to provide designated accessible parking for the School gym, an accessible route to the gym, or accessible seating within the gym, in violation of Section 504 and its implementing regulation…
Department of Education opens disability discrimination investigation into HISD, officials say
May 8, 2026 | Source: ABC13 and Click2Houston
Just days after the Houston Independent School District confirmed some special education students will move campuses next school year, the Department of Education announced it opened a disability discrimination investigation into Texas’ largest school district. Eyewitness News has reported on the upcoming changes to HISD’s special education program for weeks after we obtained draft documents of the major overhaul. On Wednesday, the district released a video confirming the changes. On Friday, the Department of Education’s Office for Civil Rights announced it opened an investigation into the district to determine whether the upcoming changes violate Section 504 of the Rehabilitation Act and Title II…
Settlement to overhaul Colorado’s facility schools for students with disabilities
May 14, 2026 | Source: KKCO11
A Colorado-based civil rights non-profit reached a settlement with the state Department of Education that will change the way the state’s most vulnerable students are supported. Disability Law Colorado filed State Complaint 2026-525, over integration, accountability and oversight of facility schools. The settlement resolves that complaint. According to Disability Law Colorado, students with special education needs are sometimes funneled into facility schools. These are licensed by the Colorado Department of Human Services and are not typical public schools…

The Invisible Disability: An Employer’s Guide to Mental Health and the ADA
May 8, 2026 | Source: Ogletree Deakins
The ADA protects qualified individuals with a “disability,” defined as a “physical or mental impairment that substantially limits one or more major life activities,” a “record of such an impairment,” or “being regarded as having such an impairment.” (Emphasis added.) Through the ADA Amendments Act of 2008 (ADAAA), Congress made it unmistakably clear that this definition must be construed broadly in favor of coverage—a mandate that the U.S. Equal Employment Opportunity Commission (EEOC) and the courts have firmly embraced…
New PA Law Ends Accessibility Code Limbo After Court Ruling
May 8, 2026 | Source: MyChesCo
Pennsylvania has restored its ability to update accessibility standards for buildings and public spaces after Gov. Josh Shapiro signed bipartisan legislation aimed at modernizing the state’s building code process for people with disabilities. Pennsylvania can again adopt updated accessibility standards for ramps, elevators, restrooms, and other public accommodations. The new law creates a public review process for future accessibility code updates. State officials say the measure fixes a legal gap created by a 2022 court ruling…
The Sight Impaired Employee: The Public Administration Challenge
May 8, 2026 | Source: PA Times
In a United States Centers for Disease Control and Prevention (CDC) National Health Interview Survey, it was found that approximately 18.4 percent of U.S. adults are blind or have some or a lot of difficulty seeing, even when wearing corrective lenses. Statistics also show that individuals who are blind or visually impaired are less likely to be competitively employed compared to individuals without disabilities. According to the American Foundation for the Blind, individuals who are blind or visually impaired who enter the labor force frequently face barriers to maintaining employment…

Meet the Deaf Teen Helping to Make the Tech World More Accessible for Her Peers: ‘These Things Aren’t Barriers’
May 10, 2026 | Source: People
In the midst of Deaf Awareness Week, one teen is going above and beyond to help level the playing field for students with disabilities. 17-year-old Kiana Lee recently traveled from her hometown of San Diego to Orlando as one of 100 high schoolers hand-picked to take part in the 19th year of Disney Dreamers Academy. “We’ve done so much, we went to the parks and I got to meet so many amazing people like Malia Baker from Descendents,” she says of Disney’s weekend-long programming to celebrate and enrich teens who are making a positive impact on their communities. “It’s just a great time.”…
Connecticut to redesign handicap parking placards due to misuse
May 10, 2026 | Source: CT Post
A bill passed by both chambers of the state legislature requires accessible parking placards and the application forms for them to be updated in an effort to ensure those using the specially designated parking spaces are people who truly need them. It’s difficult for police officers to see the expiration date on the current removable windshield placards, Department of Motor Vehicle Commissioner Tony Guerrera said during a public hearing earlier this year. If Gov. Ned Lamont signs the bill into law, the DMV will need to work with the state’s Accessible Parking Advisory Council to redesign the placards to make the date more visible…
Wheel the World’s partnerships with local attractions make New York state more accessible
May 10, 2026 | Source: Spectrum
Dozens of attractions across New York state recently received wheelchair accessibility checks from an accessible-travel company. Wheel the World, in conjunction with Visit Syracuse, now has roughly 19 local organizations as verified partners on its website. “It was a chance for us to kind of spread our reach, and help promote [Syracuse] a little bit better,” said Danny Liedka, president and CEO of Visit Syracuse. And for wheelchair users like SUNY ESF student Maeve Stone, accessibility is one of her biggest obstacles to seeing new sights…
How A Coalition Of Retail Giants Is Rewriting Accessibility Standards
May 10, 2026 | Source: Forbes
Picture a single city block. A pharmacy, a coffee shop, a grocery store, a clothing retailer, a bank. Now picture a customer using a wheelchair, a Deaf employee starting their shift, a shopper with low vision navigating a self-checkout, a parent pushing a stroller alongside an aging parent with a walker. The question that should drive every retail decision in 2026 is: can all of them get in, get served, get paid, and get home, with dignity? For most blocks in America, the answer is still no. That is the gap The Access Coalition, convened by the American Association of People with Disabilities (AAPD), is working to close…
When Your Terminal Cancer Becomes a Chronic Illness
May 10, 2026 | Source: The New York Times
There is a classic image in cancer treatment of a patient triumphantly ringing a bell to commemorate the end of chemotherapy or radiation. When he completed 15 rounds of radiation to his metastatic kidney cancer, Shed Boren was offered the chance to ring the bell at his treatment center. Though he did so, the ritual, he said, felt “performative,” hardly the celebration that was intended. When Mr. Boren was diagnosed this past summer at age 60, he said his goodbyes to his elderly parents and selected the music for his funeral…
Bismarck apartment fire displaces couple, highlights accessibility challenges
May 11, 2026 | Source: KFYR-TV and KFYR
A fire destroyed a Bismarck apartment complex on the north side of town a week ago. More than 100 tenants lost their homes. Many of them are people with disabilities, making the next steps even more difficult. Pam Kennedy and Tony Mealer say replacing their home will be just as hard as replacing their beloved neighborhood. The fire took their apartment of 16 years. But for Kennedy and Mealer, it also took the place that made daily life possible. Alberta Heights was close to public transportation, stores, a firehouse and a pharmacy, which mattered because neither of them drives…
Libraries focus on accessibility- Library Limelight
May 11, 2026 | Source: Colorado Springs Gazette
Libraries are one of the few places that are open to everyone at no charge, and that also provide services for people who need accessible spaces to gather, find information, attend classes, and discover resources. Pikes Peak Library District not only opens its doors to everyone, but we are also committed to providing the right spaces, technology and programs to ensure equitable access to PPLD resources and services. GAO Finds Gaps in Accessibility of Federal Job Training Programs for People with Disabilities
May 12, 2026 | Source: Disability Belongs
The U.S. Government Accountability Office (GAO) found gaps in the accessibility of federally-funded job training and employment programs for people with disabilities, according to a new report examining services under the Workforce Innovation and Opportunity Act (WIOA). The report highlights uneven access to accommodations, incomplete disability data, and weaknesses in federal oversight that may limit equal access to workforce services. More than 500,000 people with disabilities were unemployed and actively seeking work each year from 2021 to 2024, the GAO found, underscoring the importance of accessible job programs…
DOJ Delays Digital Accessibility Deadlines, Drawing Sharp Opposition from Advocates
May 12, 2026 | Source: American Bar Association
Less than a week before the U.S. Department of Justice (DOJ) rules clarifying and standardizing digital accessibility requirements under the Americans with Disabilities Act (ADA) were set to take effect, the DOJ extended key compliance deadlines by more than a year. The DOJ’s 2024 rule under Title II of the ADA sets the first nationwide technical standards for state and local government websites and apps. The rule adopts Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as the benchmark for accessibility, requiring public entities—including, but not limited to, courts, schools, and public hospitals—to make digital services usable by people with disabilities…
Spat continues between Pa. city and organization that serves those with disabilities
May 12, 2026 | Source: Penn Live
Issues between the city of Williamsport and an organization that serves those with disabilities continue five years after a consent decree was signed to resolve complaints about access to City Hall. The latest dispute is over the city asking U.S. Middle District Judge Matthew W. Brann to terminate the decree claiming the terms have been substantially met. The decree settled a lawsuit the Center for Independent Living of Northcentral Pennsylvania, the advocacy group ADAPT and four individuals brought against the city in 2020 that alleged violations to the Americans with Disabilities Act (ADA) in City Hall…
State Street Improvements Delayed: One of Downtown’s Most Poorly-Designed Streets Will Get A Fresh Coat of Asphalt Instead
May 12,2026 | Source: Streetsblog Massachusetts
Mayor Wu is postponing a plan to improve State Street in downtown Boston with wider, wheelchair-accessible sidewalks, safer crosswalks, and a protected bikeway connection. Instead, the city will pay to re-pave the street this summer, preserving many of the street’s well-documented safety problems under a fresh coat of asphalt. State Street runs from the Rose Kennedy Greenway to the Old State House in downtown Boston. In its current layout, the most of State Street’s public space is set aside for cars and trucks, even though the vast majority of the street’s users are pedestrians…
Digital Accessibility: The Invisible Core of Scalable, Sustainable AI
May 13, 2026 | Source: Frances West, Forbes
The next phase of AI is not technical—it’s human. And I believe it will determine whether systems scale. Despite the rapid acceleration of AI across industries, many organizations are still investing unevenly in what makes these systems effective. According to Deloitte research, roughly 93% of AI investment goes to technology and just 7% to people and work redesign—a gap that could increasingly determine whether AI delivers value at scale. This imbalance is not just a resource issue. It is a capability gap…

Today, U.S. Secretary of Education Linda McMahon announced a new $144 million investment by the Trump Administration to help states expand proven interventions that support students with disabilities. These funds will be awarded this year for state and local agencies to use for Individuals with Disabilities Education Act (IDEA) programs. In an additional effort to support families of children with disabilities, Secretary McMahon also announced new guidance for states to use IDEA funds to help expectant parents of infants with disabilities access information and tools to prepare for their child’s arrival, and secure needed supports and services after birth…
Studies link optimism to better heart health, lower risk of disease
May 14, 2026 | Source: The Washington Post
For decades, heart health advice has focused on a few key pillars: Eat healthily, exercise, don’t smoke, and manage cholesterol, blood pressure and stress. But there’s a growing body of research that suggests there may be a less obvious factor that can influence cardiovascular health: optimism. Several studies have linked having a sunnier outlook on life to a lower risk of heart disease, stroke and premature death. In 2021, the American Heart Association released a scientific statement on the mind-heart-body connection, explaining that psychological well-being is an important factor in cardiovascular health…
Maine’s city and town websites are essential, new rules aim to make them accessible to all
May 14, 2026 | Source: WGME
From paying bills to finding public meetings, town websites have become essential—but new federal rules now require Maine communities to make them accessible to everyone, a change many say will take time and money. For people with disabilities, that access is not always guaranteed. “I’m not sure people really understand what it means to make something accessible,” said Brandon Biggs, who is blind. “Accessible is such a broad word, it’s the same thing as usable. So, there’s a million different ways to interpret that.”…

Disability-inclusive infrastructure foundational to community life for millions with disabilities
May 8, 2026 | Source: Office of the High Commissioner for Human Rights- Switzerland
“Growing up, I learned very early that the biggest challenge in my life was not my disability but the barriers of diverse kind, especially in the built environment,” said Esther Nagetey, a youth fellow at the International Disability Alliance from Ghana. Because the school in her community was neither accessible nor safe for her to attend, Nagetey would study in boarding school, separated from her family for months every school year to get a good education. “I learned this on the streets where even with my white cane, I had to wait for someone to guide me to cross safely,” she added…

Complaints from an Ontario municipal politician who waited several hours for an accessible taxi while in Mississauga for a conference last month has prompted an investigation into the matter, city officials say. A City of Mississauga spokesperson told INsauga.com the municipality is investigating “to determine what occurred and whether all applicable bylaw requirements were followed” during Region of Waterloo Coun. Chantal Huinink’s experience in the city on April 13 and again two days later…
Councils urge government to raise accessible housing targets beyond 40%
May 11, 2026 | Source: Public Sector Executive- UK
More than 20 local authorities have warned that the government’s proposed minimum target for accessible housing is not ambitious enough, calling for stronger national standards to address a growing shortfall in suitable homes. The concerns have been raised in response to reforms of the National Planning Policy Framework (NPPF), which propose that at least 40% of new homes meet basic accessibility standards. Councils and housing experts say this target could be significantly higher. An informal survey conducted by the Centre for Ageing Better found overwhelming support among councils for increasing the national minimum, with many already exceeding the proposed threshold…
Murdoch University promises improvements after viral video shows issues with wheelchair access
May 12, 2026 | Source: ABC News- Australia
A former Murdoch University student’s video has gone viral online for highlighting the difficulty wheelchair users have navigating the campus since stair lifts were removed in 2023. Mia Day was on campus in Perth’s southern suburbs to visit the markets when she made a video showing how she had to travel through a car park, cross a bumpy cobblestone path, and then go up a steep hill to reach the main quadrangle. Ms Day told Mark Gibson on ABC Radio Perth that the route she had to take was long, not under cover, the cobblestones risked damage to her wheelchair, and the hill would have been very difficult for anyone without a powered wheelchair to climb…

May 13, 2026 | Source: SaskToday- Canada and CTV News and Regina Leader Post and 620 CKRM
It’s been two years since the city approved its decade-long accessibility plan. The plan lists 80 actions to implement to identify, eliminate and prevent barriers that limit participation in civic life, reinforcing the city’s continued commitment to being an age-friendly and accessible community, and developing a centralized strategic plan to guide and co-ordinate accessibility initiatives across city departments. So far, 33 actions are now in place, according to a report at Wednesday’s executive committee meeting…
Communication is the key in a building full of accessibility barriers
May 13, 2026 | Source: PBCToday- UK
From the steps at the front to the cramped lift and complete absence of an accessible loo, a property we assessed recently was a near-perfect example of how not to do accessibility. In such a scenario, the need to inform people about the barriers to access becomes all-important, but this building failed that test as well. Even the online information is lacking when it comes to presenting an effective access statement, although ironically, it does provide details of the accessibility of the website itself. The problems have arisen from the building being a certain age and lacking the space for the sort of redevelopment that would improve accessibility…
Emerging Survey Findings Suggest Overwhelming Support for a New UK Accessibility Act
May 13, 2026 | Source: Disability Rights- UK
Emerging findings show that 86% of Disabled people and their allies regularly encounter accessibility barriers, and that an overwhelming majority (97%), would support a proposal for new comprehensive accessibility law. In the Summer of 2025, Fazilet Hadi (Head of Policy at Disability Rights UK) set up a small Working Group to spearhead the launch of a campaign for a New UK Accessibility Act. Our initial ideas regarding what a new piece of accessibility legislation for the UK might look like can be read on the DR UK Accessibility Act webpage…

Speaking to The Irish Times at a cost of disability summit on Wednesday, attended by more than 350 disabled people and advocates, he noted additional cost to households with a disabled person was up to €555 a week. Costs include increased heating and energy costs associated with reduced mobility and costs of charging equipment; accessible transport; assistive technology and equipment; housing adaptations; specialised diets, guide dogs and deaf-specific alerting systems…

Our teams are proficient in open source technologies such as WordPress, Drupal and Moodle, as well as custom frameworks in .NET, PHP, AngularJS, and other frameworks. Our Learning and Development team can also help you create accessible custom training.
- Accessible Document Services— Whether you’re dealing with a few or a warehouse of Microsoft Office documents, PDFs, or other files, there are several ways Microassist can enable your team to offer documents and materials that meet stringent accessibility standards.
- Accessibility Remediation— Our accessibility remediation services help you fix existing materials so that they conform to WCAG, Section 504 and 508, Department of Education OCR, and ADA Title II/III requirements. We remediate websites, applications, documents, and elearning, recommending re-creation when that is more efficient and economical. Especially for website and applications, to find out what is in need of remediation, we’ll start with an Accessibility Audit.
- Accessibility Training— With several courses available for developers, testers, and content creators, your team can become equipped to consistently and expertly produce accessible digital products and online environments.
- VPAT®Evaluation Services— Primarily used by government purchasers and government vendors during the procurement and sale of ICT products and services under Section 508, a Voluntary Product Accessibility Template® (VPAT) attests to the accessibility of a given product or service. Contact us to make sure the VPAT you write or review is accurate and meaningful.
