Strengthening Campus Safety Through Accessible Verbal De-escalation Training

An interactive, accessible online training program that equipped campus safety personnel with practical verbal de-escalation skills—reaching over 1,500 participants nationwide with high completion and satisfaction rates.
National Center for Campus Public Safety
The National Center for Campus Public Safety (NCCPS) collaborates with campus safety, law enforcement, emergency management professionals, administrators, and community stakeholders to promote safer, more prepared, and resilient college and university campuses across the United States.
As training budgets declined and expectations increased, NCCPS sought innovative ways to deliver effective, scalable professional development without sacrificing quality or accessibility.
Opportunity
Institutions of higher education face increasingly complex safety challenges, requiring campus safety personnel to intervene in potentially volatile situations. Verbal de-escalation, or resolving conflict without physical force, is a critical skill that requires structured learning and practice.
NCCPS identified a need for consistent, practical training that could:
- Reach a large national audience
- Be delivered within a limited federal grant budget
- Remain accessible to participants with disabilities
- Provide opportunities to practice real-world safety decision-making
Solution
Microassist partnered with NCCPS to design an interactive online Verbal De-escalation Education Program that balanced budget constraints, instructional effectiveness, and accessibility.

The program consisted of approximately three hours of instruction divided into five modules:
- Four interactive instructional modules introducing verbal de-escalation concepts, techniques, and expert perspectives
- One scenario-based practice module that allowed learners to apply skills in realistic, decision-driven situations
To support experiential learning, Microassist designed branching, scenario-based exercises that placed learners in situations that could escalate to violence. Participants made a series of choices, received immediate feedback, and could retry scenarios to learn through practice.
To remain within budget, scenarios were implemented using a structured, question-based format rather than video or avatar-based simulations. Careful attention to dialogue, pacing, and storytelling ensured the experience remained realistic, engaging, and effective.
All components of the program were designed to meet Section 508 accessibility requirements, ensuring full participation by learners using assistive technologies or alternative input methods.
Success Drivers
Delivering meaningful leadership development required learning that created impact without adding burden to already busy managers. Successful delivery required careful alignment across several key factors:
- A fixed federal grant budget
- The need for realistic, practice-based learning
- Section 508 accessibility requirements
- A diverse national audience with varying schedules and technical environments
Microassist addressed these factors through efficient instructional design, thoughtful scenario architecture, and close collaboration with NCCPS subject-matter experts, ensuring realism, clarity, consistency, and compliance. In addition, the content was designed to balance professionalism with approachability, ensuring it resonated across diverse leadership styles while reinforcing consistent management expectations.
Results
The Verbal De-escalation Education Program was delivered on time and within budget and achieved strong participation and learner satisfaction:
- Over 1,500 campus safety personnel enrolled at no cost to their departments
- 80% completion rate
- 93% overall satisfaction rate, with 94% of participants agreeing the program was practical and met its objectives
- Scenario-based learning was frequently cited as the most valuable component of the training
Participants consistently highlighted the scenario-based design as a standout feature of the program, with nearly 10% specifically citing scenarios as what they liked most. Learners described the training as “very informative,” “easy to understand,” and “clearly stated,” noting that the realistic examples helped them apply the concepts immediately. Several participants reported increased confidence, sharing that the training made them more comfortable attempting verbal de-escalation in real situations.
